Understanding Your 7th Pay Commission Salary
The 7th Central Pay Commission (7th CPC) replaced the 6th CPC structure from January 1, 2016. It introduced a unified Pay Matrix with 18 Pay Levels replacing the earlier Pay Bands and Grade Pay system. The fitment factor applied was 2.57× of the Basic Pay under 6th CPC to arrive at 7th CPC Basic Pay.

DA - Dearness Allowance History
DA compensates employees for inflation. It has crossed the 50% mark (as of January 2024) - a significant milestone because historically when DA crosses 50%, it triggers merger with Basic Pay at the next Pay Commission revision. This is why there is increasing expectation of 8th Pay Commission being constituted soon.

What is the current DA rate for central government employees?
The Dearness Allowance (DA) for Central Government employees is 50% of Basic Pay, effective from January 1, 2024. This was announced in the Cabinet meeting held in March 2024 (for the January instalment). DA is revised twice a year - January and July - based on the All India Consumer Price Index (AICPI) data. The July 2024 DA revision is expected to be 53% or 54%.
How is annual increment calculated under 7th CPC?
Under 7th CPC, the annual increment is a uniform 3% of Basic Pay, granted on July 1 each year (for those who join between January 1 and June 30) or January 1 (for those joining between July 1 and December 31). The incremented amount is then rounded up to the next cell in the Pay Matrix - not just a simple 3% addition. This means the actual increment may be slightly higher than 3%.
What is the NPS contribution for central government employees?
For employees who joined government service on or after January 1, 2004 (covered under NPS), the employee contributes 10% of (Basic Pay + DA) monthly. The Government contributes 14% of (Basic Pay + DA) as employer contribution - this is over and above the salary and is not deducted from the employee's pay. The combined 24% goes into the NPS Tier I account invested in equity/bonds.

X Cities (27% HRA): Delhi, Mumbai (MCGM area), Chennai, Kolkata, Hyderabad, Bengaluru. Y Cities (18% HRA): State capitals, large cities including Ahmedabad, Pune, Surat, Nagpur, Jaipur, Lucknow, Kanpur, etc. (50 specified cities). Z Cities (9% HRA): All other places.
